History Geekery for Steve Rogers

Was it ever actually explained what Howard and Peggy were doing there when they flew Steve off to rescue Bucky? It doesn't really make sense that they'd be along for the USO tour unless something else was going on, particularly Howard. The more I think about that bit, the more it makes sense to me that he was involved in using his rich-playboy persona to do some really complicated spy stuff alongside the science, which Steve probably didn't even notice....
