There's at least one fic (linked a few posts down, actually) that explains it as Natasha forcing him to learn a new style because it's a tell, so possibly he now has the handwriting that Natasha was taught in order to look like an American airhead educated in the 1980s, but that doesn't explain the handwriting on the SSR form....
