Well, I don't feel strongly about it, but I'm not convinced. WWII was finished off with some weapons of mass destruction, and the cynicism about their use and automatic assumption that they will end up used for evil has largely come about since then. Not that Steve hasn't been brought up to speed on subsequent history, but it's all in how it was presented. I think, in his time, of course you took control of whatever technology you could get ahold of in order to defeat your enemy.
Though, as you said, once he saw the council's willingness to sacrifice Manhattan to a nuke, he'd be justified in updating his opinions, but, in his time, the British government was willing to sacrifice Coventry, iirc. Which is apparently a myth? IDEK.
