Yeah, I didn't mean to imply that what Howard was doing was fundamentally *less* ethically questionable than the Manhattan Project, but since they didn't get a chance to use theirs to mass-murder civilians and then spark off a public game of global annihilation, they never had to confront the ethical issues in the same way. Which, again, VERY INTERESTING when it comes to SHIELD, esp. now that we know they were benefiting from Paperclip.
